Born in Ireland in 1945. In 1949 his family moved to England. Scully studied at the Croydon College of Art and Newcastle University. He then gained an MA at Harvard University and taught at Chelsea School of Art and Goldsmiths' School of Art for two years before moving to the United States in 1975.

After moving to the USA Scully taught at Princeton University for eight years, finishing in 1983, it was then that he received the Guggenheim Fellowship and the Artist's Fellowship from the National Endowment for the Arts.

In 1994 he was made an honorary member of the London Institute and in 2003 he was awarded an Honorary Doctor of Fine Arts Degree from both Massachusetts College of Art and the National University of Ireland.

Scully’s work is influenced by Minimalism, Conceptual Art, and Abstract Expressionism.
